What agentic AI is - and why the distinction matters

Agentic AI is not just AI that can generate convincing language. It is a governed system that can interpret intent, plan steps, use approved tools, respond to evidence and work towards an outcome within defined limits.

That distinction matters because the moment AI can move from answering questions into taking or orchestrating action, the transformation challenge shifts. The question is no longer only "Which Large Language Model (LLM) are we using?" It becomes "What is this system allowed to do, through which tools, under which controls, with what evidence, and with which human hand-offs?"

What makes a system agentic

Intent

The system is working towards an outcome, not just replying to a question.

Tools

The system can interact with approved systems, data sources and services.

Control

Policies, access rules, approvals and monitoring shape what it may do, when it must stop, and what evidence it must leave behind.

What agentic AI is not

Agentic AI is related to several other AI concepts, but it is not interchangeable with them.

Large Language Model (LLM)

The base model. It predicts and generates language.

  • A component rather than a complete operating solution.
  • Useful, but not enough on its own to govern access, actions or evidence.

Generative AI (GenAI)

The broader family of systems that create or reshape content such as text, code, images and summaries.

  • Can be valuable without acting in live operations.
  • Often useful for drafting, synthesis and content creation rather than governed execution.

Chatbot

A conversational interface that may answer questions well.

  • Often centred on dialogue rather than multi-step execution.
  • Can feel capable while still stopping short of agentic behaviour.

Assistant

A packaged assistant experience that may feel highly capable.

  • In many cases the user still decides what action to take and carries it out.
  • Strong at helping a person, but not necessarily operating within governed workflow logic.

Why the distinction matters

Once systems can act, organisations need to govern what the system may do, not just what it may say.

  • permissions and action boundaries matter as much as model quality
  • monitoring and evidence have to be designed in from the start
  • human approvals and hand-offs need to be explicit
  • ownership has to sit across the full agent bundle, not only the model

A simple example

A conventional assistant might help a claims team draft a response.

An agentic system might:

  • interpret the request
  • gather the relevant case information
  • check policy rules
  • prepare the recommended next action
  • route for approval where thresholds require it
  • record the evidence trail
  • complete the permitted operational step
